CHAOS!
Its how I can best describe my experience during my National Bureau of Investigation or NBI clearance application. Way back in college, I remembered my mom and I waking up so early in the morning about 5am to start and fall in line outside the building just to get an NBI clearance, not surprisingly still there are many people who start to fall in line as early as 4:30 just to be prioritized. It was very uncomfortable, the building was small and as soon as the gates were opened around 7am, the people are like packed sardines trying to fit in into the small space. However, it was changed when they opened a new office at Victoria Plaza infront of the main building, I could just go at 4pm and reapply for a clearance and in 1 hour, I can have what I requested. The place is more comfortable, lots of space, you can even roam around the mall or do some groceries without leaving mall.
Things have turned around again, back to the chaotic old building. Passing through the crowds who were falling in line beside the busy JP Laurel Avenue, sometimes I feared that it posed a risk for the applicants because of the passing vehicles because crowds are controlled, not all can come inside the building because of the small space. What is there’s a vehicular accident beside, people can get hurt because of that. The line was very long and the people are under the heat of the early morning sun. Once inside the building, it was packed with people, it was hot, ceiling fans can’t support such ratio of crowds. I’m blessed because there I was only applying for a renewal, good thing I have not lost my old expired clearance or else I have to repeat the whole process again.
I hope and pray that they will reopen the office at Victoria althogh Im not sure why they closed the office but I guess the officials have seen this problem, Im sure they are planning to put up a new bigger space, much better as soon as possible. Anyway, if it not for the volume of people applying, applying for NBI clearance is much easier than enrolling in a college. Here’s how:
When Jesus was preaching in the mountains to the number crowds, they were hungry and miraculously, he fed them with fish out from a small portion, it multiplied and fed the thousand stomachs anf they were satisfied.
Jesus knew that eating fish is a healthy food and should be part of our daily diet yet many people nowadays don’t like to eat fish. Well, fish is not just healthy but also affordable. Fish has fewer calories and has a high protein value. Those who are considering weight loss should take more fish than the regular red meat. Many micronutrients such as potassium, sodium, selenium, iron, Vitamin A, E are seen in fish than in pork. Dieticians and doctors reccommend to take fish everyday and remove pork on their menu.
Did you know that fish are also contains fat? Yes, fat, but these are different kind of fats, these fats doesnt make your belly alot bigger, as a matter of fact, they are called healthy fats or fishoil. Unlike pork fat that clogs your arteries, increase your cholesterol level and lead you into sort of different medical problems like stroke, hypertension and diabetes. Fishoil from fatty fish such as salmon, herrings and mackarels are rich in Omega-3.
Omega-3 are called like good-fats. Many nutritionist around the world proved that it has lots of benefits including reducing inflammation from joint arthritic pains, assists in faster wound healing, good for the memory, it improves mental alertness, reduces risk for getting alzhiemers diease and improves your skin.
Fish is good for your heart and pockets. So, have a fishy menu tonight. See how you make yourselves healthy. Eat right.
Applying for number of clearances have long been my hated activity when looking for a job and in my case, applying for my recent promotion as a regular nurse at Davao Medical Center (soon to be launched publicly as Southern Philippines Medical Center) because of the long lines, palakasan system and uncomfortable venues for acquiring the needed clearances. And today, I started to comply with my requirements immediately right after night shift despite the unfavorable hot weather.

Here are some tips on how to apply for a police clearance, fiscal and court clearances here in Davao City.
1. Proceed to City Hall and look for Window 23 just beside the building. A small window from the treasurers office is used as a payment center for the clearances. Fill up the cedula form that can be bought at P1. The cedula (Community Tax Certificate), Police, fiscal and court clearance fees are totalled at P95. Make sure that you have enough small bills because the cashiers don’t have any available change at an early time. There’s a Landbank ATM nearby along the city hall entrance if you wanna have some P100 bills.
2. After paying, proceed immediately to the Police Station camp behind the Philippine National Bank (PNB) just across the city hall. Fill up again a police clearance form and endorse it to the receiving area then wait for your number to be called. An additional P80 is charged at the booth for the printing costs. If not busy, you can complete the process in less than 30 minutes. Usually mornings are the best time to apply for a clearance.
3. Now go to Hall of Justice at Ecoland Terminal. The fiscal office window is just beside the gate turning right. Simply fill up the form and buy 2 documentary stamps at P20 each for the document at a vendor outside the gate premises. Pay also P50 for the fiscal document fee. After this, the clerk will hand you a receipt and you are to comeback the next day with a designated time. You cant file for a court clearance yet until you have not received your fiscal clearance yet so you have to wait the next day.
